Vehicle web API

It was recommended that I submit the spec our business group has been
working on to this list for review.  We have two specifications: first the
vehicle access API, an API that defines generic interfaces for accessing
data[1], and the second defines the data itself[2].

Any comments or suggestions are welcome.
