The 4 September 2012 draft of the ECMAScript Internationalization API Specification is available at

TC 39 will decide at its meeting on September 18-20 whether to approve this specification as the final draft to forward to the Ecma General Assembly meeting in December. To avoid surprises at the TC 39 meeting, I request that TC 39 members and other interested parties review this specification draft now, report issues at https://bugs.ecmascript.org, and send other comments to es-discuss@mozilla.org.
