The veto is bullshit as far as I can tell. E.g.
http://dvcs.w3.org/hg/webperf/raw-file/tip/specs/RequestAnimationFrame/Overview.html#the-WindowAnimationTiming-interface
is edited by someone working for Mozilla and uses callback.
