RfC: pre-LC comments for Web IDL; deadline January 17

Cam has now addressed comments [1] submitted for the 27 September 2011
LC of Web IDL. Since the comments resulted in substantial changes to the
spec, another LCWD will be published.

Rather than immediately starting a CfC to publish a new LCWD, let's
first have a two week pre-LC Request for Comments period using the
latest ED as the basis:

If you have any comments, please send them to public-script-coord@w3.org
by January 17.

All comments from the second Last Call comments round on Web IDL have
been addressed now. I think it is time for another LCWD to be
published, and hopefully that will be the last before progressing to CR.

Since I made some moderately sized changes in the last week, maybe we
want to wait a few weeks before actually publishing, in case anything
comes up. I'll leave it to Art to choose a timeframe and to send out
the CfC.
