Since you've mentioned it a few times, here's an HTTP URI (style: 
hashless) that denotes a document about dereferencable URIs: 
http://www.w3.org/2001/tag/doc/httpRange-14/2007-05-31/HttpRange-14

Note: this isn't about injecting the HttpRange-14 permathread into our 
conversation. It's more about W3C literature about the subject matter.
