A quick review:

Drop "CG" or say "Community Group". I'm a member of two other groups
but I did not know what "CG" stood for.

"This CG does NOT intend to produce a new specification to achieve the
above goals." - perhaps add something like "but may collaborate on
forming requirements for other, related specifications and
vocabularies produced within or outside W3C groups"?

I am thinking of for instance Open Annotation [1], DCAT [2], Wf4Ever
RO [3] - although I am not sure if they should be mentioned in the
charter.
