Re: rif pubs status

I noticed a few things in the references section:
- There are several references to W3C documents for which the title is not
an HREF to the latest version of the document
- In OWL-Reference, there is no link to the current version
- The reference RIF+XML-Data points to the wiki version rather than the
published version
