[Core][BLD] XML syntax Const of type rdf:plainLiteral?

We used to have an optional xml:lang attribute, in the Const element, when 
the type of the constant was rif:text.

We do not have rif:text anymore, but do we keep the xml:lang attribute for 
rdf:plainLiteral?
