ACTION tracker broken

Oopsi,

it seems that by some misconfiguration I accidently got change rights 
for the action tracker on RIF.

    http://www.w3.org/2005/rules/wg/track/actions

however, even worse, it seems that (unaware of these powers), I 
accidently changed all 701 actions on our action tracker to status 
"open" :-{

Apologies for the mess, I am in contact with sysreq@w3 and sandro trying 
to find the source of the problem, hopefully being able to roll back 
before the next teleconf.
