For Core there are a number of "Issues" comments that have been edited 
directly into the text that will need to be removed before release. 
Hopefully these will be removed one way or the other today after the 
Core telecon.

There also seems to be a problem with the formatting of the snapshot 
starting from the first <tt>&phi;</tt> in the first bullet of section 
5.1 which leaves the rest of the text in <tt> font. I can't spot a 
formatting problem in the source text which might have caused this and 
,validate passes fine. Any suggestions?
