I don't think anybody proposed that.  I proposed:

Rule            ::= 'Rule( ' absolute-IRI? Metadata* RULECONTENT ' ) '
RULECONTENT     ::= 'Forall' Var+ '(' CONDITION (':-' CONDITION)? ')'
| CONDITION (':-' CONDITION)?
