namespace for xpath operators

I think I need help with ACTION-435 [1].  I don't really understand how
to reply to the xpath/xquery task force's suggestions for what we do
instead of using a namespace.  The thread start here [2].   Offhand, Jos
strikes me as the person most expert in this context.
