And also, do we think we need to provide a machine-readable
schema for the manifest files?

[RIF] language for test metadata

We need to decide what language to represent the test metadata in. 
The only expressed opinions  so far have been to use RIF annotations, 
so that seems like the default choice.  But we want to make sure we've 
considered all the pros&cons.  Any thoughts?
