ISSUE-51: MetaData Syntax and Rule Identification [Technical Design (multiple dialects/documents)]

http://www.w3.org/2005/rules/wg/track/issues/

Raised by: Christopher Welty
On product: Technical Design (multiple dialects/documents)

The syntax for metadata in FLD and BLD is currently under discussion by the WG. Proposals by Jos and by Harold & Michael have been considered. The April 15th WDs reflect the Harold & Michael proposal and the publication does not reflect agreement of the WD, just pressure to publish some version.
