Actions and issue tracking

The Actions and Issues Tracker for RIF is now working so that emails, as well as 
other actions or issues, will be automatically linked to the description of an 
action or issue if it mentions that action or issue.

So from now on when addressing an action or issue in email, try to remember to 
include the issue or action number in the subject of your email.  If you are 
actioned to raise an issue, try to mention in the issue description any of the 
related issue numbers.
