OWL and RDF are external languages to RIF. Even *if* we could use one of
these for the class hierarchy theory, these are one too many.

If you want to interchange things through RIF you need RIF to provide a
standard medium so that others would map into it. The classification terms
are ideal for these, since they are minimalistic and whatever extras other
theories impose can be specified by adding a small number of rules.

More reasons:

1. RIF is not just about the web, but a rule interchange format.
2. One of the most useful thing that RIF will provide is a language for
   integrating various knowledge pieces over the Web. If you want to
   interoperate among the various KBs you need to provide a clean,
   minimalistic theory of classes through which to interchange.

To me this is as obvious as 2 x 2 = 4.
