[RIF] RIFRAF classification schemes

This is in reference to the discussion earlier today on Top-Down
vs. Bottom-Up classification for the RIFRAF. In Dec. 2005 I wrote:

was taken out of the main RIFRAF page by Chris with a link at the

So I am glad that we finally see the need to proceed both T-D *and* B-U.
