- Issue 42 (rif:text) [5]
   * When we reviewed issues during the 20 Nov telecon [7], there did 
not seem to be a consensus for one of Jos's options or the other [6]. 
However, nobody came forward with a strong argument against rif:text, 
whereas there are arguments in favor (uniformity), and against the other 
option (clumsiness). So:

PROPOSED: to resolve issue 42 (rif:text) according to option 1 in Jos's 
analysis [6], that is, by keeping rif:text and changing nothing in it

- Issue 40 (builtins and logical functions) [8]
   * Can we agree on the mechanism for external calls (including 
builtins), based on the discussion in [9] and following?
   * How to specify binding patterns
   * Functions or predicates only?
   * Comments on Paula's draft list of builtins for BLD [10]

- Issue 44 (namer argument Uniterms in BLD) [11]

- Issue 45 (lists in BLD) [12]
