[ADMIN] Minutes for RIF telecon, 04-17-7

Attached are the minutes from last week's meeting. 
There are still two unidentified participants, and I have  one question on 
my notes: Chris, what did you mean when you said that there were three 
possibilities regaridng quantification over variables? (This was at the 
very end of the meeting.)
