[SWC] Phase I semantic web requirements

As the set of requirements and use cases is starting to stabilize, we 
need to take a look at an issue that was discussed and unresolved at the 
f2f in Budva: what are the *Phase I* requirements on RIF regarding 
semantic web compatibility?  What will the relation between the RIF Core 
and OWL & RDF be?

To address this, I'd like to resurrect the "semantic web compatibility" 
task force and start some discussion.
