[RIF][UCR] Action 127: Linked UC6 to requirements with supporting arguments and proposed additions

For Action 127, "Propose revision to medical use case, adding links to 
requirements, with some supporting arguments," I have done the following:

At the end of the use case for Ruleset Integration for Medical Decision 
Support, at 
http://www.w3.org/2005/rules/wg/wiki/UCR/Ruleset_Integration_for_Medical_Decision_Support 
, I have listed the requirements which are closely connected to this use 
case, and I have explained why the requirements would be necessary. In 
several cases, the requirements depend on some assumptions about or 
additions to the use case, and I've made explicit these 
assumptions/additions in the text of the explanation following the 
requirement link.

I have not yet linked any of coverage (RIFRAF) issues, since to do so 
would entail a much more comprehensive description of the particular rules 
that would be used in this example.
