[F2F] Process to decide F2F5 date and location (action 183)

All,

We agreed during F2F4 that the best time window would be mid-February to 
mid-March, and that the meeting would be either over 2 or 3 days.

Currently, we have one proposal (MITRE's) to host the meeting  within 
that period of time.

In order to be able to make a quick decision, we propose the following 
process (as discussed during the RIF telecon Nov. 14):
- Last minute offers to host F2F5 must be send to the list before or on 
Monday 27 November 2006, with precise dates (and possibly alternatives); 
at least, approximate location; and, if any, expected fee;
- A questionnaire will be set up on WBS to poll he WG on prefered dates, 
location and duration. The questionnaire will be open to be completed 
from Nov. 28 to Dec. 4;
- Based on the result of the questionnaire, a decision will be made on 
Dec. 5.
