I'm sorry if I misunderstood, but I thought that later that day, the
conference organizers ended up saying 9-10 wouldn't work.  Can someone
confirm this?  Or do we still need the vote?

Done [1].  It's just the text from the Charter now, with an explanation.  My
sense is this is good enough for WD1, and hopefully a real example will
come forward before WD2.  I didn't see a lot to be gained by making
little changes, since we'd like a real use case anyway.
