My UCR action on merging two CSFs

Hi,

I completed the following action regarding the UCR text:

Merge the CSFs 'Alignment with widely deployed standards' and 'Alignment 
with Semantic Web' into one CSF 'Alignment with key W3C specifications'. 
Goals that are supported by this CSF: Consistency with W3C 
specifications and Widescale adoption. Requirements supporting this CSF: 
XML data, XML types, RDF data, and OWL data. Also, the text under the 
new CSF is a slight modification of the texts under the two, old CSFs.

The diagrams corresponding to these two, old CSFs should be replaced by 
a new diagram; this is an action on Frank discussed durind the telecon 
yesterday.
