The point is clear now, and rather obvious. If you apply rules in a 
distributede environement, you cannot just answer subqueries locally 
without losing answer completeness in some cases.

As a consequence, RIF should make it possible to exppress where data 
come from and make it possible for designer of rule engines to ensure 
answer completeness.
