After this debate, I wonder if we should set aside the notions of
"core", "dialects", and other packages of features for now and just
consider specific features for a while.  Maybe Phase 1 really can be
just 10-20 standard features which implementors can mix and match,
without packaging.  In any case, maybe it makes sense to consider
packaging separately from the features/components which are being
packaged into dialects (including core).
