RuleML's Mission Approach includes (http://www.ruleml.org "Resources"
box):

The Initiative develops a modular RuleML specification and
transformations
from and to other rule standards/systems. ..."

Modularity (http://www.ruleml.org/modularization) supports
transformation,
since typically transformers map to/fro a subset of RuleML.
