[RIF][UCR] Design Constraints editors

All,

Frank McCabe and Paula-Lavinia Patranjan have accepted to act as editors 
for the Design Constraints wiki.

Frank and Paula agreed to propose a draft goals/csf/requirements 
hierarchy, based on the existing material (Paula's draft, F2F2 
brainstorming session, the wiki pages, Dave Reynolds' early draft etc) 
and on their own analysis, to serve as a basis for discussions and 
decisions.

Regarding the schedule, we agreed on having a first strawman proposal 
focusing on the higher layers (goals and CSF) for the May 9 meeting.

In the meantime, we encourage you to continue the discussion of goals, 
CSF and requirements for the RIF, and to improve their description on 
the wiki page and add new ones.
