[liaison] ODM action and new document

RIF folk,

I have completed my action [as recording in
http://www.w3.org/2006/03/28-rif-minutes.html#action09]
to publicize the RIF Use Case publication to the ODM
submission team.

Also note that the new version of the Ontology Definition
Metamodel (ODM) specification is now available via
http://www.omg.org/cgi-bin/doc?ad/2006-01-01.pdf.
There were some problems with that link yesterday,
but it should be working now and in the future.  This 
includes constraints for OWL DL and OWL Full as well
as new mappings in MOF : Query, View, and Transformation
(QVT) format.
