** HP-5  Definition/implementation of RDFS, SKOS and similar semantics

* Outline

The RDF(S) specification [1] includes an informative description of
the semantics using a rule notation. Many implementers implement from
this rule-based specification.

The SKOS vocabulary specification [2] includes a (small) number of
properties whose semantics are defined by using RDF rules. Several
applications of SKOS or SKOS-like vocabularies (e.g. [3]) use RDF
rules to implement such semantics.

Generalizing from these, there is a use case for expressing additional
semantics of RDF vocabularies using rules.

* Implications

Ability handle RDF constructs such as containers.

A legible surface syntax so that the rules can be published in
human-readable specifications.
