Thank you for pointing these mistakes to us.

Actually both the test cases and the BLD XSD are wrong. The correct XML 
syntax for the location and profile sub-elements in the Import element is:

  <xs:element name="location" type="
http://www.w3.org/2001/XMLSchema#anyURI">

and

  <xs:element name="profile" type="http://www.w3.org/2001/XMLSchema#anyURI
">

That is, they both have a litteral content of type xs:anyURY, not a 
rif:Const. The testcases and the XML schemas have been corrected 
accordingly.

This syntax has gone through a number of stages, hence the remaining 
inconsistencies in some documents. And your email has restarted a 
discussion about what the best syntax would be, hence the long delayed 
reply to your comment.
