brief comment on RIF

I'm extremely happy that, with RIF, a W3C recommendation for rules is 
forthcoming, and I believe that this is an important step in reconciling 
rules and ontologies for the Semantic Web. In particular, I think this 
will help advance recent proposals for rules+OWL (see e.g. the 
references below - we intend to work on corresponding RIF dialects) and 
thus help shape the Semantic Web community.

We also included RIF in our textbook
