The use case 1.3 speaks to the needs of a growing community of interest
in industry.  

As a private person not necessarily speaking for MITRE, I would
encourage the W3C working group to interact further with government and
industry wireless enterprises on RIF as an enabler for accelerating
cognitive radio market and product evolution.
