HTML5 LINK/META Elements in flow content

I had ACTION-96 to ask the HTML WG to allow LINK/META in flow and 
phrasing content so that both the HTML+RDFa and Microdata spec don't 
need to contain the same language enabling LINK/META in flow and 
phrasing content.

This action is complete:

This also means that we can close ISSUE-104, I'll provide a separate 
e-mail with a proposal to close that issue.
