Steven noted that Cameron McCormack took a 2 year hiatus to do his PhD
and is now back working on the WebIDL specification. So, development is
happening on that document and we'll monitor it as it makes its way to
LC/CR.

If it delays us for some reason (i.e. it doesn't make it to CR), we may
be able to state that all WebIDL is non-normative and is there merely as
a mechanism to express the interfaces.

This really shouldn't be a problem as all of the WebIDL features we are
using are the same ones that WebApps are using to declare their APIs. In
other words, there are many other people that depend on WebIDL than us
and it's going to have to be in some "official" form in the near future.
