RDFa WG Work Plan

Hi folks,

I've put together a first-cut at a high-level work plan for the RDFa WG.
It is only a suggestion, and is meant to spur discussion about who is
going to work on the particular work products that we're responsible for
delivering.

The Work Plan includes:

* Document Editors for each deliverable for the RDFa WG
* Owners for particular ISSUEs in RDFa WG

It would be helpful for each member in the RDFa WG to review the current
set of assignments and speak up if they either a) don't feel that their
association with a particular deliverable or issue is a good choice, or
b) there are more work items with which one would want to be more
actively involved.

Please speak up if you are unhappy with the assignments. Alternatively,
edit the wiki directly and move your assignments around to what you
prefer to work on.
