New issue for XHTML+RDFa - @profile everywhere

I just realized that i neglected to ensure @profile worked everywhere in 
XHTML+RDFa.  I assume that is what we want, but let's actively discuss 
it and get a decision in the record before I go changing something.

And obviously, this is not for FPWD (don't panic Ivan).
