Proposed resolution: Turtle feature at risk

All,

Looking at the outcome of the poll [1] I conclude that allowing PREFIX 
and BASE is the preference of the majority (9 in favor, 5 not in favor, 
2 no opinion). As all indicated that they can live with the alternative 
outcome, I propose that we resolve to allow PREFIX and BASE in Turtle, 
and thus keep the feature in the document.
