I believe that there is consensus, and that this consensus corresponds to
the wording in Semantics (and Concepts).  I also believe that the issue has
been debated in recent WG telecons so there should be no bar to quickly
resolving it.


Can we resolve to close it, accepting the design in the current editor's
draft?

resolved.


Similarly, on this.  I thought we'd actually decided on this win, to do
nothing, but maybe I'm misremembering.


We may have resolved to do nothing on this issue (a request to add at least
keys to RDF), and I think that the request is out of scope.  I just noticed
that the issue was open, took a look at it, and realized that it impacted
Semantics so I flagged it.
