Proposal to address I18N-ISSUE-180: Various random character references should be more explicit

Issue:  Section 2.5.1 references several character sequences quoting character sequences such as " / @ and ^^.

Proposed solution from I18N WG: These should probably list the Unicode character names and/or code points for clarity.

PROPOSAL: add this markup [[ (<span class="codepoint">#005E</span>)"]] to the first reference to each character per the editor's draft <http://dvcs.w3.org/hg/rdf/raw-file/default/rdf-turtle/index.html#turtle-literals>.
