The answer is "no", strictly. Not all proposals are compatible.

With fully quoted graphs, the entails of the named graph are not visible 
as dataset entailments.

(But if the basic RDF machinery or core vocabulary and simple entailment 
is assumed to be valid everywhere, the the entailments are valid for the 
graph even if not in the dataset entailments.)
