Miscellaneous tasks for the RDF WG (Action-18)

I took the action yesterday evening to set up a Wiki page on the various 'other' tasks that the working group has to, or may want to, take up in its life time. Most of it is from the charter with some more explanation when I thought it was worthwhile:
