Yes, I'm just saying they should use the URIs consistently. So if they do that they should define the terms like that in rdf.xml then. :-)
If you dereference http://rdf.data-vocabulary.org/#Person you end up at http://rdf.data-vocabulary.org/rdf.xml so that's the base URI for the document. A little <rdf:RDF xml:base="http://rdf.data-vocabulary.org/" ... would already do the trick.
