FWIW, as part of some work on quality labelling in RDF, I'm taking 
a look at http://amb.vis.ne.jp/mozilla/scrapbook/

This lets you highlight and 'scrapbook' various fragments of HTML data.

I took a look at what it stores: seems it keeps the head of the html
doc, plus the local chunk. I don't yet know if it has any support for 
merging fragments, and if so, what happens to the header stuff...

Cool tool anyway, worth investigating imho.
