ACTION-716: Add more RIF test cases

I have added new SPARQL 1.1 RIF Entailment Regime tests from those listed here:

In the end, 4 additional tests were added (rif03, rif04, rif05, and rif06).

rif03 is a basic test of Frames and rif04 is an interesting case that simultaneously exercises OWL and RIF Core entailment.  rif04.ttl imports an OWL ontology (Modeling_Brain_Anatomy-import001.rdf) using the entailment:OWL-Direct profile.  rif05 tests the importing of RDF into the referenced RIF Core document as well as the use of builtins.  rif06 tests interaction between RDF and RIF with respect to blank nodes.

The guideline I used in picking from these tests was to select those involving implication over facts, with terms (positional or Frames) that were compatible with RDF (binary terms, for example), and were in the  PositiveEntailmentTest category.  

These have been committed to CVS:

I'm not sure what the process is for producing a new archive, but the file (sparql11-test-suite-20121023.tar.gz) referenced in http://www.w3.org/2009/sparql/docs/tests/ needs to be updated for prospective implementations to use in generating their reports
