This is fixed in the current version of Fed to be published in the upcoming PR/CR batch. BTW, minor issue: I just noticed that the anchor is still called http://www.w3.org/2009/sparql/docs/fed/service.xml#bindings I'd suggest to add an additional anchor called http://www.w3.org/2009/sparql/docs/fed/service.xml#values (maybe better for backwards "compatibility" with inlinking documents that dereference http://www.w3.org/TR/sparql11-federated-query/#bindings not to remove the old anchor?)
