Draft response to DBeckett-4

I've drafted a response to Dave Beckett's comment concerning the CSV tests:

In summary, I've updated the CSV test manifest to use a new rdf:type mf:CSVResultFormatTest. I've also added a brief description of these tests to the test suite overview document:
