Draft response for AZ-1 (Ent. Regimes)

I've prepared a draft response to AZ-1

Apart from several minor editorial changes, the Ent. Reg. doc now has
a new (informative) Section that contains explanations that apply to
all ent. regimes. Before this text was scattered across the doc.
