I think this misses the point behind the comment.  The syntax issues are 
incidental to the request for something to create legal IRIs.

1/ Pointing to fn:encode-for-uri seems to get to the heart of the issue 
as I read the original comment.

2/ fn:concat and fn:encode-for-uri are on the list of proposed functions 
for the standard function library [1] so they woudl be normative if we 
do the standard library.

On the side issue of "+" for string concatenation, I think that it would 
be a good thing to add that to SPARQL.  I'm willing to do the editing 
for it.
