There is some explanatory text in the doc for this publication (see reply to comments earlier). The key issue is not about this specific point anyway - it's how much, and how far, and how, editors should be tinkering with parts of the spec that aren't the new features, which is why I suggested to Birta bringing this up separately from the review on this draft. Modifying definitions is pushing the boundaries of editorial errata.
